The Definitive Checklist for Winter Estate Preparation

The difference between a winter season that runs smoothly and one that generates insurance claims and operational disruption almost always comes down to preparation. This checklist is designed for facilities managers, property managers and estate directors covering commercial, retail, industrial and healthcare sites across the north of England.

Complete this checklist by September 30th. Every item left unaddressed increases both your operational risk and your personal liability exposure in the event of a slip-and-trip incident.

Section 1: Site Survey & Hazard Mapping

  • Walk the entire site and identify all pedestrian areas, access roads, loading bays, fire escape routes and car parks
  • Mark all drainage gullies and confirm they are clear — blocked drains create sheet ice in freeze-thaw cycles
  • Identify any north-facing surfaces that hold ice longer after sunrise
  • Note any new structures, loading areas or pedestrian routes added since the previous season
  • Confirm all external lighting is functional — visibility failures contribute significantly to winter slip incidents
  • Check for any uneven surfaces, potholes or damaged kerbing that creates pooling water and ice formation risk

Section 2: Gritting Contract Review

  • Confirm your existing contractor's coverage for the coming season
  • Review last year's visit logs against actual weather events — were all trigger conditions met?
  • Verify that your treatment map is up to date and reflects the current site footprint
  • Confirm that your contractor carries adequate public liability insurance (minimum £5m)
  • Check your contract includes GPS-tracked visit records and digital treatment reports
  • Establish the contractor's salt stock position — do they hold a seasonal reserve, or are they buying on demand?
  • Confirm SLA response times for reactive callouts, especially for 24-hour sites

Section 3: Signage & Safety Infrastructure

  • Inspect all existing winter warning signs — replace any faded, damaged or illegible boards
  • Order additional "Caution: Ice" and "Gritting in Progress" signs before stock runs out in October
  • Ensure pedestrian diversion routes are clearly marked for use when primary paths are iced
  • Check that all sand/grit bins are positioned correctly, filled and lockable
  • Confirm all salt stores are weatherproof, rodent-proofed and compliant with environmental guidance

Section 4: Documentation & Liability Protection

This section is the most important from a legal standpoint. In slip-and-trip claims, the employer's liability centres on two questions: did you have a reasonable system in place, and do you have evidence it was followed? Both require documentation.

  • Create or update your Written Winter Management Policy — this must be site-specific, not a generic template
  • Define your trigger conditions in writing (e.g., treatment when forecast drops below 1°C)
  • Ensure all gritting logs, GPS records and treatment reports are stored for a minimum of three years
  • Confirm your public liability policy covers winter slip-and-trip incidents at this site
  • Identify the named person responsible for winter management decisions — this must be clear and documented
  • Set up a weather monitoring system or ensure your contractor automatically monitors Met Office alerts

Section 5: Internal Readiness

  • Brief all site managers on the winter management policy and their responsibilities
  • Confirm out-of-hours contact procedures for extreme weather events
  • Ensure reception and security staff know the gritting contractor's emergency number
  • Test your incident reporting system and ensure all staff know the procedure for slip incidents
